State Revenue Office Rebates
What is the Rebate scheme?
As part of a Financial Reform Package for the Victorian water industry, the Government is financing a rebate by urban water authorities of up to $260 a year on the fixed water and sewerage service charges of eligible organisations. The scheme commenced on 1st July 1998.

Who is eligible?
A rebate is available to not-for-profit organisations throughout Victoria which serve their community in the fields of:
  • education
  • hospitals or nursing care
  • religious worship
  • charity
  • outdoor sporting or
  • recreation activities
  • war veterans' organisations

A rebate will be allowed to eligible organisations for each property provided that the predominant activity at the property falls within one of these categories. This will apply whether the organisation owns the property or not. Rebates may also be available to individuals provided they are the owners of a property used predominantly by an eligible organisation.

What does "not - for - profit" mean?
A not-for-profit organisation is one which applies its profits in promoting ifs objectives and prohibits the payment of any dividend or amount to its members. An organisation must have a wind-up clause which states that in the event of being wound up the assets:

  • will be passed onto another eligible organisation; and
  • cannot be distributed to members of either organisation.

Applying for a Rebate
Your organisation may have already received an application form in the mail. If not, application forms can be obtained from the water authority servicing your organisation's property.
If you think your organisation is eligible, you should complete an application form as soon as possible and return it to your water authority.
If you are uncertain about your eligibility or about completing an application form, you can obtain advice from your water authority.

Assessing Your Application
Where your organisation is registered by the State Revenue Office as exempt from various State taxes, it will be eligible for the rebate provided the property is used for one or more of the specified purposes. Pre-printed application forms containing an eligibility number will be mailed to you.
If your organisation is not recorded as an exempt body by the State Revenue Office, you may obtain an application form through the mail or collect one in person from your water authority. If your organisation is eligible, the State Revenue Office will allocate a certification number prefixed with the letters WR.
Your water authority cannot allow a rebate without a completed application form and a certification number allocated by the State Revenue Office.

Will I need to Apply Each Year?
No! Once your organisation has been certified as eligible, the appropriate rebate will be allowed each year. It will be your responsibility to notify your water authority if the status of your organisation (or your branch of the organisation) changes. You are also responsible for notifying the water authority if the predominant activity on the property changes. Periodic checks of continuing eligibility will be made to preserve the integrity of the rebate scheme.

New Applications
Organisations can apply to their water authority at any time if they think they have become eligible for the rebate. Applications will not be backdated beyond the financial year in which an application is made.

How Will the Rebate be Paid?
Rebates will be shown as a reduction of the fixed service charges for water and sewerage on your organisation's bills. The total rebate will be up to $260 a year. The rebates will be made pro-rata where a water authority sends bills periodically. For example one quarter of the rebate entitlement will be deducted from each quarterly bill.
